possibly solution to the pollution

I heard of a solution to the pollution, or at lest the beginning of it.

It is a known that humans been act according there own interests. The thing is human as individuals that act according to their owe interest on the grant scale may have negative influence on themselves and on other people.

For example in South America there are people who burn down forests because of there own interests. They, of course, do not do it for fun. They burn forests so they will have more room for agriculture. More room for growing food.

So the solution is that the UN will agree on international law that allows some quantity of CO2 pollution to all earth. That amount of CO2 will be decided by few international studies.
Every country on earth will be allowed to pollute according to the O2 emission. If in some country 20% of the O2 is emission then they have a license of 20% of the allowed amount of CO2 pollution. The country may sell some of hers license. then it will be the country's intrests to protect the forest.

this proposal alredy exist. but what i ask of you is how one can convince most of the world,
how to make them want (have interest -economical, political or emotional) to agree to this kind of low

Like you said the scheme of this sort is in the works and the problem is that it is difficult if not impossible to get "most of the world to agree to this" even thou it is in our collective best interest to do this, or something more sustanable. But while the world exists, Welcome.

If you want to solve pollution problems, in particular, preserve the ozone layer, all we have to do is abolish the usage of petroleum and gas as uses of energy and instead embrace nuclear power as the way of the future as well as other environmental savvy solutions like solar, hydro, thermal and the such... Cars/automobiles could all be powered by batteries whose energy source is directed from these alternative sources of energy. There would be no global warming and disposal of radioactive waste is not an issue as there are plenty of 'safe' disposal areas worldwide. Go NUCLEAR!
