It is acrylic paint, but on an old wood bottom of a dresser drawer. The dark feature in the background is in the wood itself, likely some deep bark. The texture you see, is in the wood from the original saw cut. The clear side of the panel got varnished, so the underside of the drawer was raw wood and better for painting. It was the reaction with the raw wood that the wet paint(as in watery) was sucked in to the wood. The texture of the fur is a lot to do with the many many layers of translucent paint.
